摘　　要：本文是一篇经典文献。该文首次全面介绍自由主义,社会主义,激进女性主义思想流派,客观介绍女性主义的基本观点和基本立场,系统梳理女性主义社会福利思想和理论,尤其是从女性主义视角回顾福利国家的历史发展进程,重点是分析女性主义对福利国家的基本态度,指出女性主义对不平等"有限关注"的局限性,描绘女性主义视角中的福利和她们的理想社会,是科学认识和准确理解女性主义福利思想和福利理论的基础文献。这对女性主义思想意识不断觉醒,社会性别议题主流化,国家反家庭暴力成功立法和现代家庭福利政策成为国家社会政策议程优先领域的中国社会具有十分重要现实、理论、政策和专业服务意义。This is a classic work of Richard Titmuss,the founder of British philosophy of social policy and social welfare.Against the background that Britain initiates the"welfare state"regime,this paper makes a penetrating analysis of a series of core values of welfare philosophy,including justice,equality,freedom and choice,especially those basic topics of welfare politic sciences,like political power,state role,economic power,civil right and state responsibility.Taking private insurance and fringe benefit as cases,this paper deeply discusses the drawbacks of free market and their adverse impact on state political power,social welfare policy,the quality of life of citizens and the whole society.In this sense,the great work Titmuss did decades ago is of major significance to today’s China,a country where has been experiencing economic marketization and severe social problems,where there are supporters blindly favor privatization and market economy,where the government is gradually diminishing responsibility and cutting public services,where the duty division among state,market,society and individuals has brought wide attention.To be further,learning from lessons of Titmuss’s Britain in recent history can be a response to President Xi Jinping’strategy of building China into a moderately prosperous society and achieving the great rejuvenation of the Chinese nation,so as to effectively fulfill people’s longing for a better life.
