摘　　要：向海经济是新时期所提出的一种经济发展模式,在深化对外开放格局、推动国内经济转型升级与高质量发展方面具有重要意义。本文分析了向海经济的理论内涵、特征、关键点与演进过程,认为向海经济是是以陆域经济为基础,以海洋经济为依托,以海岸带为空间载体,以现代港口为支点,以科技创新为驱动,以生态文明建设为保障,以完善现代海洋产业体系、有效衔接陆海通道、实现陆海经济互动融合为目的的开放式经济新模式,空间指向性、演进层次性、发展综合性、高技术依赖性、开放包容性、生态环保性等特征显著,陆域经济、海洋经济、现代港口与海洋交通运输是支撑向海经济发展的关键点,并将向海经济演进过程划分为三个阶段,即以陆促海、以海带陆、海陆互动。Seaward economy is an economic development model proposed in the new era. It is of great significance in deepening the pattern of external development and promoting domestic economic transformation and upgrading and high quality development. This article analyzes the theoretical concept, charac teristics, key points and evolution process of seaward economy, and argues that seaward economy is based on land-based economy, relying on marine economy, taking seashore as a spatial carrier, and modern ports as a fulcrum, driven by scientific and technological innovation, and supported by the construction of ecological civilization. The new open-economy model aims at perfecting the modern marine industrial system, effectively linking up the land and sea channels, and realizing the mutual integration of land and sea econo my, with spatial orientation and evolutionary hierarchy. It has features such as comprehensive development, high technology dependence, openness and inclusiveness, and environmental protection. Land economy, marine economy, modern port and marine transportation are the four key points in the seaward economic development, and the economic evolution of the seaward economy includes three phases, namely the promotion of marine economy by land based economy, the stimulation of land economic development by marine economy, and the interaction of land economy and marine economy.
