将海洋文化遗产保护纳入海洋保护区体系的思考——以青岛西海岸新区为例

摘　　要：海洋文化遗产是指具有经济、 文化、 政治或社会方面价值的涉海历史遗存物, 是海洋文化的重要载体, 在沿海社会文化中发挥重要作用.与以欧盟为代表的发达国家相比, 我国海洋文化遗产保护存在基础薄弱、 认识不足、 制度缺失等问题.将海洋文化遗产保护纳入海洋保护区管理范围, 依托保护区管理体制开展信息普查、 完善评估工具、 健全管理制度, 能够尽快建立起有效的管理保护体系.以青岛西海岸新区为例, 提出了海洋文化遗产保护区域示范的思路和措施.Marine cultural heritages are the parts of the past with economic, cultural, political, or social value,most of which distribute in the coastal areas.They are the important carrier of marine culture, play important roles in the coastal society.Compared with the developed countries （eg.the European Union）,there are some problems in the protection of China＇s marine cultural heritages, such as weak basis, insufficient understanding, and tection should be brought into the marine reserve lack of system. Marine cultural heritages pro management system to increase efficiency of management system, including informating census, perfecting assessment, and improving tools.U sing the Qing protecting of dao west coast new area as an example, this paper put forward the ideas and measures of marine cultural heritage relying on the marine reserve management system.
