区域知识产权公共信息服务平台“三级四维”运行机制研究

摘　　要：文章发现,我国区域知识产权公共信息服务平台在运行方面主要存在服务内容与方式落后、服务力量薄弱等问题;区域主要用户需求类型主要包括公共性、行政性、专业性和深层次信息服务;区域服务力量主要包括行政管理与服务机构、知识产权专业服务机构、文献情报服务机构和科技/行业协会等组织。基于区域供需双方特点与现有平台不足,提出包含区域总平台、分类机构联盟、具体服务力量三个层级,以及行政管理服务、专业领域服务、文献情报服务和专业过程服务四大维度的"三级四维"组织架构和运行机制,以激活和整合区域知识产权信息资源和服务力量,切实保障区域公共平台的有效运行。Based on literature research and Internet surveys on the regional public information service platform, the paper finds that regional IP public information service platform in China mainly has the problems of backward service content and methods, and weak service power. And user needs mainly include public, administrative, professional and in- depth information services. Regional service forces mainly include administrative management and service agencies, intellectual property professional service agencies, document and information service agencies, and technology ＆ industry associations, etc. Based on the characteristics of the regional information service, as well as the contradition between the supply and demand, ＂Three-Level Four-Dimensional＂ organizational structure and operating mechanism are proposed. Three levels include regional total platforms, classification organization alliances, and specific service forces; while four-dimensional refers to administrative management services, professional field services, documentation and information services, and professional process services. This operating mechanism can activate and integrate regional IP information resources and service forces, and also can ensure the effective operation of regional public platforms.
