摘　　要：在推进国家治理体系和治理能力现代化的背景中,"社会治理社会化"兼具现实与历史意义。它不但是中国社会方方面面变化后治理工具的新选择,而且具备撬动"治理制度转型"与"学术话语转型"的深层意义。"社会治理社会化"被写入党的十九大报告,打破社会治理长期被少数部门掌握诠释权的局限,开启"成为引领全局工作话语"的机会窗口。系统勾画"社会治理社会化"的途径,一是推动"政治行为社会化处理",二是推动"行政行为社会化合作",三是推动"社会事务社会化自治"。"社会治理社会化"的支持条件包括:第一,理念革新:基于历史走向与现实发展要有"新时代"的理论认识;第二,顶层设计:基于"底层实践"的需求推进全局性的社会化改革;第三,社会增能:厚植社会力量参与社会治理的组织基础和文化基础;第四,机制优化:基于"社会需求导向"精准推进资源配置方式改革。Under the background of promoting the modernization of the state governance system and governance capacities, it is vital to examine the significance of social governance socialization, which is not only the new option of making such governance smarter and more specialized, but is crucial to motivate transformation of governance system and academic discourse. Social governance socialization being introduced in the report of the 19th National Congress of the CPC exploded the limitation that social governance had been interpreted by minor de- partments, and provided the window where social governance would lead the work discourse as a whole. Design- ing the approach of social governance socialization systematically is indispensable. Therefore, the socialized treatment for political behaviors, socialized cooperation for administrative action, and self-governance for social affairs should be devoted to push forward. The conceptual innovation, top-level design, social empowerment and opti- mization of mechanism are essential supporting elements for the socialization of social governance.
