军队共青团现存问题及其成因的政治分析

摘　　要：本文通过对军队共青团当前职能发挥情况的考察,明确了军队共青团存在职能发挥受限的情况。在调研的基础上,进一步总结了制约团组织功能发挥的三大问题：军队共青团角色模糊,团组织基层骨干素质欠缺及上级指导和帮助的欠缺。针对问题从政治学的视角,从军队体制、人事制度、部队基层环境三个层面分析了问题的三个成因,即军队团组织缺乏与职能相匹配的必要权力、人事制度无法满足现实的需要及外部环境不利因素不断增加。This paper explores the role of the PLA Communist Youth League and analyses the factors restricting its normal functioning. We find that there are three main problems in the functioning of the PLA Communist Youth League, namely, indistinct role, lacking quality grass-root cadres and little higher guidance and help. It analyzes the military system, personnel system, small unit environment from the military political point of view and finds three main reasons, namely, lack of proper right corresponding to its function, the dissatisfying personnel system, and the harmful external factors.
