摘　　要：国家安全是国家建设的必要前提,没有和平稳定的国内社会环境,包括国家政权建设在内的各项建设就无法顺利进行。建设一支现代化的武装警察部队,既是国家政权建设的重要内容,也是国家全面建设和发展的重要保证。中国武警脱胎于中国人民解放军,60多年来经历了一个由弱到强、由传统到现代的艰难曲折的发展历程,逐步成为国家武装力量的重要组成部分。进入21世纪以来,中国改革进入了深水区和攻坚期,风险和挑战并存。全面改革可能引发社会动荡的危险,新形势对武警部队提出了新的更高要求,＂建设现代化武警＂已成为国家建设总体布局中不可或缺的战略构成要件,必须从改革、发展和稳定的高度来看待武警部队的建设和发展问题。National security is the precondition for a nation＇s development. Without a stable social environment, there would not be any development including the state power construction. To build a modem armed police force is essential not only to the state power construction but also an important guarantee for the overall development of the country. China＇s armed police force originates from the People＇s Liberation Army. During the past 60 years, it has experienced ups and downs from a weak fl as an important part of the nation＇s armed forces. In the most difficult period facing dangers and challenges. The edgling force to a powerfill modem one new century, China＇s reform enters the overall reform involves the risk of social upheavals and so poses more rigid demands on the armed police force. ＂Building a modem armed police force＂ has become an indispensable strategic component of the nation＇s overall development roadmap. The development of armed police force must take into consideration factors like reform, development and stability.
