市区两级政府土地储备合作模式研究——以广州市为例

摘　　要：为了探索土地储备市区合作模式的建立,打破当前土地储备工作面临的诸多瓶颈,以超大型城市广州市为例,综合运用熵值法、综合指数法和聚类分析法,测算土地储备市区合作潜力并对合作类型进行划分。结果表明:土地储备市区合作潜力受区域土地开发储备资源、区域房地产市场状况、区域经济发展水平三方面客观因素的影响;广州市各区土地储备市区合作潜力指数由强到弱依次为从化区、增城区、花都区、白云区、南沙区、荔湾区、番禺区、新黄埔区、海珠区、天河区;可将广州市各区土地储备市区合作类型划分为投资型、双赢型、扶持型、协调型。针对不同的土地储备市区合作类型,建议制定差异化的合作策略,实现优势互补、利益共享,促进协同发展。In order to explore the establishment of an urban cooperation model for land reserves and solve many bottlenecks in the current land reserve work, takes the large-scale city Guangzhou as an example and comprehensively apply the entropy method, the comprehensive index method, and the cluster analysis to measure the urban cooperation potential of land reserves and classify the types of cooperation.The results show that： The potential of land reserve municipal-district cooperation is affected by the regional land development and reserves, regional real estate market situation and regional economic development; The cooperation potential index of land reserve municipal-district cooperation in Guangzhou from the strong to the weak is Conghua, Zengcheng, Huadu, Baiyun, Nansha, Liwan, Panyu, Xinhuangpu, Haizhu, Tianhe; The land reserve municipal-district cooperation in Guangzhou can be divided into investment type, win-win type, support type, coordination type. In view of the different types of land reserve cooperation, differentiated cooperation strategies should be formulated to realize the complementary advantages and benefit sharing, and to promote synergistic development of society and economy between municipal and district government.
