During the Russian-Japanese War, Japan confiscated the telephone facilities of Tsarist Russia and converted them into civilian facilities since 1906. It also bought the Yingkou Telephone Office, which was originally operated by Tsarist Russia, and opened it for business. In order to compete with Japan for the telephone business in Liaoning, the Chinese government established the Fengtian Telephone Office. Before the September 18th Incident, Japan first established the earliest automatic telephone bureau in East Asia in Dalian, and subsequently extended its telephone service to cities such as Fengtian and Fushun, which formed competition with the Chinese government's telephone business. With the outbreak of the September 18th Incident, Liaoning's telephone business was controlled by the Japanese Puppet Manchuria Telecom Telephone Co., Ltd.
