摘　　要：从雍正朝开始,清廷实行了向东北地区派遣御史的制度。乾隆、嘉庆两朝对这一制度不断进行调整,使之趋于完善。这一制度对整顿东北地区的吏治虽然起到了一定作用,但作用有限,这也是封建君主专制制度下处理吏治问题的必然结果。Since the Yongzheng period, the Qing government began to dispatch censors to Northeast China. The system was adjusted constantly and became better in Qianlong and Jiaqing period. The system played a certain role in rectifying the administration of officials in Northeast China, but its effect was limited, which was the inevitable outcome of handling the problem of officials administration in the feudal monarch autocracy.
