新时代下以农民工为主体的产业工人队伍建设——基于产业后备军理论

摘　　要：产业工人是建设新时代的中流砥柱。农民工是我国城乡二元经济体制背景下,在城市化和工业化的洪流中涌现出的一个特殊群体,随着农民工队伍的不断壮大,农民工成为产业工人的主体和推动城市繁荣的重要力量。在我国经济步入新常态,增速放缓的态势下,农民工的就业问题日渐突出,身份状态一直处于"亦工亦农"的尴尬境地。在新时代背景下解决农民工问题,要切实加强农民工技能职业教育培训,提高就业质量;搭乘互联网快车为农民工提供普惠性服务,增强其归属感;在政策上加以支持,为农民工的返乡就业提供便利。要以温和渐变的改革方式建设一支具有中国时代特色的以农民工为主体的产业工人队伍,有效推进农民工向产业工人转变。In China industrial workers are the mainstay in the new era, while migrant workers is an emerging group in the urbanization and industrialization in the context of Chinese urban -rural dual economic structure and the reform and opening -up policy. The growing number of migrant workers have turned them into a major power of industrial workers, who promote urban prosperity. But as the economy of China are entering the new nomml, the employment problem of migrant workers has become increasingly prominent, and their identity has been in between industrial workers and peasants. Consequently, the solutions have been put forward and need time to be implemented, for instance, the vocational education and training of migrant workers, the inclusive services for the migrant workers through the Intemet, and the policy that supports the migrant workers to flow back home for employment, etc. All in all, it is vital to build an industrial worker team with Chinese characteristics and promote the transformation of migrant workers, thus realizing the goals of the 19th National Congress of CPC.
