摘　　要：主要通过文献资料法、专家访谈法、实地调查法、个案研究法和数理统计法等方法,对学校篮球场地对社会开放的情况进行个案研究,对我国学校体育场地对社会开放的过程中出现的供需失衡问题进行深入分析。依据我国学校篮球场地对社会开放的需求导向,分析了其开放中存在的问题及障碍性因素,紧紧围绕《"健康中国2030"规划纲要》"共建共享,全民健康"的战略主题,提出科学创新的改革路径,从而提高学校篮球场地的开放效率。研究发现:我国的学校篮球场地与社会其他系统体育场地相比虽然数量相对较为充足,但是存在开放效率严重低下的问题,主要是由于政府、社会和学校三方责权划分不明晰导致要素配置失调造成的。通过系统分析提出:政府加快职能转变,健全法规体系,落实监管机制;学校全面提升管理效能,实施创新举措,科学合理共享场地;社会积极参与合作,打造多元化共建渠道,优化运营管理模式;建立政府、学校、社会三方联动机制,创建各方受益的"共建共享"场地开放体系的优化路径选择。通过学校篮球场地开放措施科学有效实例,为我国学校体育场地对社会开放应用于全民健身战略提供借鉴和启示,旨在助力"健康中国"战略的顺利实施。The paper made a case study on the situation of the school basketball courts opening to the public,and analyzed the imbalance of supply and demand in its process by the methods of literature review,expert interview,field investigation,case study and mathematical statistics. According to the demand orientation of the opening of school basketball court to the society,this paper analyzed the existing problems and obstacle factors in the opening of basketball court in our country. It closely revolved around the strategic theme of＂building and sharing together,and health for all＂in the＂Healthy China 2030 Plan Outline＂and put forward the scientific and innovative reform path in order to improve the opening efficiency of the school basketball courts. It was found that： Compared with other sports venues in society,the number of basketball courts in our country is relatively sufficient,but there is a serious problem of low open efficiency. The main reason is that the three parties,the government,the society and the school,are not clear about the division of power,which results in the misallocation of factors. Suggestions were put forward after systematic analysis. The government should accelerate the transformation of the functions,improve the regulatory system and implement the regulatory mechanism; the school should promote the management efficiency,implement the innovative measures,share the courts scientifically and rationally; the society should actively participate in the cooperation,build diversified construction channels,optimize the operation management mode; we should establish a tripartite linkage mechanism among the government,schools and society,and create an optimized path for the ＂co-construction and sharing＂site opening system benefiting all parties.Through the scientific and effective example of the school basketball court opening measures,this study provided the reference and inspiration for school sports field opening to public applied in national fitness strategy in our school sports fiel
