论粤港澳大湾区府际合作治理的公众参与机制

摘　　要：由于粤港澳大湾区独特的地缘关系、政治制度等特点,决定了粤港澳大湾区的府际合作治理更需要公众参与。构建粤港澳大湾区府际合作治理的公众参与机制应当把握好机制构成和影响参与机制建立与完善的相关因素,进行综合建构。同时要注意公众参与机制内部二级机制的相互关系,重视政府在机制构建中作用的发挥,完善参与机制时应重点从细化程序规定、做实意见征求工作、推进参与制度建设等方面展开。Due to the unique geo-relationship, political system, and other characteristics of Guangdong-Hong Kong-Macao Greater Bay Area, it was decided that the intergovernmental cooperation and governance in GuangdongHong Kong-Macao Greater Bay Area needs more public participation. The establishment of the public participation mechanism for the intergovernmental governance of Guangdong-Hong Kong-Macao Greater Bay Area shall be wellstructured and relevant factors that influence the establishment and improvement of the participation mechanism shall be considered. At the same time, we must pay attention to the interrelationship between the two internal mechanisms of the public participation mechanism, attach importance to the role of the government in the construction of the mechanism, and improve the participation mechanism by focusing on the refinement procedures, the actual consultation and the promotion of the participation system.
