摘 要:选取2014~2017年间我国政府颁布的43项国家跨境电子商务政策作为研究样本,应用PMC指数模型评价方法,基于统计分析与文本挖掘,从政策样本中确立具体评价指标,进而通过构建投入产出表计算出单一政策的PMC指数得分并绘制成PMC曲面图。在此基础上,对我国跨境电子商务具体政策的实施效果进行重点评价与分析,同时探讨了国家宏观政策对地方政策的引导作用,旨在为我国政府制定相关政策提供参考依据,同时也为跨境电子商务政策评价提供新的思路与方法。The healthy development of cross-border e-commerce is inseparable from the effective guidance and support of national policies. This paper selects 43 national level cross-border e-commerce policies 2017 as research sample, and the promulgated by the Chinese PMC index model evaluation government from 2014 to method is applied in this research. Based on statistical analysis and text mining, we establish specific evaluation indicators from the policy samples, calculate the PMC index scores of single policy by constructing input-output tables and draw PMC surface maps. On this basis, this paper focuses on the evaluation and analysis of the implementation effect of the specific policies on cross-border e-commerce in China, and discusses the guiding role of the national macro policies on local policies. It aims to provide reference for the government to formulate relevant policies and new ideas and methods for the evaluation of cross-border e-commerce policy.
