异质性业主合作治理的集体行动与制度发育过程——以深圳天然居“阳光共管”为例

摘　　要：考察深圳天然居小区,公共事物治理的缘起、集体协商进程、并最终与物管公司等各方主体妥协形成稳定的行为预期——"阳光共管"合作治理模式的过程,并解释异质性业主、群体之间合作治理的集体行动的发生逻辑和制度发育过程,结果发现:在发起阶段,面临公共事物治理困境时,异质性程度足够大以致于出现精英型的领导者,他们不计物质成本地发起、维持合作治理的集体行动,通过声誉机制获得回报,带动其他类型业主参与和维护共同收益而非选择搭便车策略;在维持阶段,大多数业主群体通过重复博弈形成稳定预期、在小区范围内发育出激励业主合作行为的群体规范——可持续的非正式制度。As the new type of urbanization continues to advance, the number of the urban residential quarters has increased rapidly. Thousands of home owners with different origins, occupations, and habits of different habits live in the same community because they have a house. How can they reach a common building through the effective collective negotiation of shared public goods in the community？ How to streamline the principal-agent relationship with a housekeeping property management company？ Taking the natural residential quarters in Shenzhen for an example, it analyzes the collective bargaining process of the owners, negotiations with the property management company, the eventual formation of the “sunshine condominium” model, and the process of achieving cooperative governance. On the basis of the field research and interviews, it tries to explain the logic of owners＇ autonomous collective action （the path and conditions of occurrence）： How the individuals achieve collective participation and maintain common benefits instead of choosing free-rider strategies, and the maintenance mechanism of this cooperative governance model, it also provides a copy-able and scalable experience for collective self-governance of similar communities.
