摘　　要：水土保持综合治理中的封禁治理 ,是恢复生态、改善环境最有效、最快捷的办法。近年来山西省在封禁治理中进行的探索与实践 ,已取得良好的社会效果 ,促进了社会生产力的发展和生产关系的调整 ,引发了一系列深刻的变化。封禁治理需要一定的扶持资金作为保障 。The management of closing hillsides to facilitate afforestation is the most effective and quickest method to rehabilitate ecology and improve environment during comprehensive management of soil and water conservation. In recent years, the exploration and practice conducted by Shanxi Province in the management of closing hillsides to facilitate afforestation have achieved good social effects, promoted the development of social productive force and readjustment of relations of production and initiated a series incisive changes. The management of closing hillsides to facilitate afforestation needs a certain amount of funds to support and should establish a high quality scientific and technical service system.
