摘　　要：探讨香港在全球化和区域一体化过程中面临的挑战。香港—珠江三角洲地区的跨境城市管治网络涉及中央政府、广东省政府、深圳市政府、香港特区政府及其他相关组织。重点是跨境城市管治尤其是香港特区政府的角色。从 2 0 0 1年开始 ,香港的跨境城市管治开始从“跨境保护主义”向“跨境自由贸易区”转变 。Globalization comes with the rise of new regionalism. The emergence of global city regions is a significant phenomenon. Hong Kong-Pearl River Delta region is a famous cross-border global city region. This paper explores the challenge facing Hong Kong in the accelerated process of globalization and regional integration. The cross-border governance of the city region in Hong Kong-Pearl River Delta involves central government, governments of Guangdong Province, Shenzhen Municipality, HKASR government and other interest groups. The paper focuses on the cross-border urban governance especially the role of HKSAR government. There has been a shift from “cross-border protectionism” to “cross-border free trade zone” in HK's cross-border urban governance since 2001. This has significant implication for the development of Hong Kong-Pearl River Delta region.
