摘　　要：以江泽民同志为核心的第三代领导集体 ,从“加快发展”的时代主题和“三个代表”的理论深度及可持续发展的战略高度总览中国人口治理问题 ,在指导思想上进一步释清一些人片面强调人口自身发展的合理性而忽视国家整体发展合理性的偏向 ;并从社会主义初级阶段人口再生产类型转变的基本内容、转变的途径。The third-generation leader group has gone a step further to lay emphasis on the comprehensive development of a whole nation rather than that of the population itself based on the 'Three - Representive'theory and the aim of sustainable development and has enriched and developed the Deng Xiaoping population thoughts and the theory of the transaction of reproductive pattern at the primary stage of socialism from the aspects of its basis contents , approaches and the subjects .
