摘　　要：WTO规则是针对各成员国政府制定的,中国已经加入WTO,势必要求政府尽快转变职能。中国政府的职能转变虽有进展,但在处理政府与企业、政府与市场、政府与社会的关系上还有许多不符合WTO规则的地方。为此,中国必须按照WTO规则的要求,针对政府职能转变中存在的问题,进一步理顺政府与企业、政府与市场、政府与社会的关系,实现政府职能的根本性转变。WTO regulation was formulated for the governments of member countries.China has entered WTO,so the government is required to change its function quickly..Though there is progress in the change of function of Chinese Government,yet in dealing with relations between government and enterprises,government and market,government and society,there are things incompatible with WTO regulations.Therefore,Chinese government must,according to the requirement of WTO regulation and aiming at problems in the change of government function,further straighten out the relations between government and enterprises,government and market,government and society so as to accomplish the fundamental change of government function.
