摘　　要：本文对药品监督管理体制的本质特征 ,执法主体 ,省、市药品监管机关在垂直体制法律关系中的地位变化作了分析 。The essential characteristic of the Drug Administration System in China, the administrative subjects, as well as the status changing of legal relation of the upright manage system about the provincial and municipal drug administration offices have been analyzed. The problems, which should be deliberated and answered, have been raised.
