摘  要:在分析中国水资源保护状况和水功能区划的基础上 ,系统地研究了地表水功能区划的基本原则、方法、分级分类系统及区划成果 .从可持续发展的高度 ,提出了水功能区的一级区划和二级区划 .按流域将水域划分为保护区、保留区、开发利用区、缓冲区及生态环境恢复区 ,为正确处理水资源开发利用与生态环境保护、生态功能恢复和可持续发展的关系 ,有效解决行政边界水污染纠纷和矛盾提供了技术支持 .提出了将一级区划中的开发利用区细划为饮用水源区、调输水区、工业用水区、农业用水区、渔业用水区、景观娱乐用水区、生态环境用水区、过渡区、排污控制区、航运用水区10个二级功能区 ,明确制定了各级功能区的指标体系和水质管理目标 。The regionalization of surface water function is the basis of effective protection, utilization, development, and management of water resources. According to the present situation of water resources protection and regionalization of water function in China, the fundamental principles and methods of the surface water function regionalization system are studied systemically. Water function regionalization in China mainly consists of the first grade water function regionalization and the second grade water function regionalization. The first grade water function regions are divided into the conservancy region, reservation region, development region, buffer region, and environment recovery region. The second grade water function regionalization is carried out mainly in the development region based on the first grade regionalization, including ten classes: the drinking water source region, water diversion region, industrial water consumption region, agricultural water consumption region, fishery region, scenery or entertainment water consumption region, environment water consumption region, transitional region, pollutant discharge control region, and navigation region. In this way, reasonable and scientific water function regionalization is realized.
