Sino Latin American economic relations started quite lately, and trade long remained at a relatively lower level. Since the 1990s, Sino Latin American trade has moved forward rapidly, but is still far from satisfactory. At present, Latin American economic situations have been turning for the better, which has created new opportunities for Sino Latin American economic relations. (1) Latin American economies have been growing smoothly and the markets are expanding. This is the foundation for bilateral economic relations. (2) In pursuing the strategy of diversified market strategy, Latin America needs China's huge market. (3) Adjustment and evolution of both sides' economic structures and policies help strengthen the complementarity. (4) With the deepening of the economic reforms, the Latin American market is being liberalized. At the same time, however, China still faces challenges to enter the Latin America market. (1) The west has stepped up its efforts to dig into the Latin American market. (2) With the development of economic integration in the west hemisphere, Chinese exporters have to deal with unfair competition. (3) Some Latin American countries applied anti dumping policies towards many types of China's exports. (4) Taiwan has been pursuing “dollar diplomacy”. (5) Several shortcomings still exist in China's practical work of foreign trade. The following policy options are worthy of prompt attention on China's side: (1) To integrate industry with trade by investing in manufacturing activities; (2) To take advantage of Latin America's rich resources by investing in some major projects; (3) To improve management and operation of the Chinese foreign trade companies; (4) To solve the remaining issues related to credit, insurance and transportation.
