社会救助筹资及经费管理模式的国际比较

摘　　要：筹资和经费管理模式在世界各国的社会救助制度中都具有重要的作用和意义。当代各国都依据本国在经济、政治、社会和文化等方面的特点,来确定各自社会救助制度的资金来源和经费管理模式。本文通过梳理和分析若干重要国家在社会救助方面的资金来源和经费管理体制,以发现各国社会救助资金模式的规律和特点,其中最重要的是各国处理中央政府和地方政府在资金筹集和经费管理中的责任关系。Financing and appropriation model is one of the most significant factors in social assistance in all over the world.Based on their certain economic,politic,social and cultural characteristics,most of countries have created certain financing and appropriation models in their social assistance system.By reviewing and comparing their financing and appropriation systems in some chosen countries' social assistance system,this paper is to find the regularities and special features of social assistance's financing models in these countries, and most importantly,their responsibility relationship between central and local government in the financing and appropriation systems.
