浦东新区推行清洁生产战略的实践与思考

摘　　要：为了进一步有效贯彻实施《中华人民共和国清洁生产促进法》,体现“预防为主”的环境保护思想,回顾了浦东新区开发开放10年来推行可持续发展和清洁生产战略的实践,总结了管理部门、企业等实施清洁生产的具体措施。分析表明,认识不足、资金缺乏、强制力不够、信息交流不畅是阻碍清洁生产推行的主要问题。提出了在进一步推广清洁生产战略中,要重视发挥政府部门和环保部门的导向作用,要与企业的ISO14000环境管理体系、循环经济的模式紧密结合的建议。In order to further effectively implement 'China' s Cleaner Production Promotion Law' and realize environmental protection ideology--'prevention first', practice on promoting sustainable development strategy and cleaner production in Pudong New Area in the past decade were reviewed. The detailed measures used by the government and corporations were also reviewed and discussed. Lack of understand, shortage of investment, inadequate regulation and inconvenience of information exchange have been identified as the main problems. Based on the problems, some suggestions were provided that dominant direction of the government and environmental protection agencies should be strengthened, and promotion of cleaner production should be integrated in ISO 14000 environmental management system, recycle economic model.
