摘　　要：节水型社会是节约型社会建设的重要内容。水资源缺乏是新疆经济社会发展的瓶颈,建设节水型社会是解决新疆水资源短缺、遏制生态环境恶化及实现经济社会可持续发展的根本。该文从水资源短缺的现实出发,分析新疆水资源供求的突出矛盾和开发利用中存在的严重问题,着重论述新疆建设节水型社会的必要性,从制度措施、经济措施、科技措施等方面,提出了新疆建设节水型社会的思路。A water-saving society is an important part of a saving society.Scarcity of water is the bottleneck of development,and a water-saving society is a way to solve the shortage of water resources,to check the deterioration of the ecological environment and realize sustainable development in Xingjiang.From the reality of the shortage of water resources and theoretical research in water-saving society,on the basis of analysis of the supply and demand of water resources,the paper analyses serious problems from the fact of water resources and emphasizes the necessity of the construction of water-saving society in Xingjian.And the paper proposes the ideas of the construction of a water-saving society from the aspects of the science,system,technology,and economic in Xinjiang.
