关于村民委员会职能问题的调查与研究

摘　　要：村民委员会是村民自治的主要载体 ,其职能主要是代表村民实行自治 ,其次是协助乡镇政府开展行政工作 ,自治职能应远较协助行政职能重要。但在不少农村地区 ,村民委员会的职能重心在很大程度上偏移了 ,协助行政的职能过度膨胀 ,而自治职能却被忽视 ,村民自治成了有名无实的空架子。村民委员会与乡镇政府的关系没有理顺 ,这是问题的症结所在。必须打破传统角色影响 ,改革现实体制 ,才能使村民委员会成为真正的自治组织。The villager committee is the carrier of villagers' self_government.Its function firstly is to represent the villagers to self_govern,then is to assist the basic_level government's administration,and the former is far more important than the latter.But in some rural districts the focus of the function of the villager committee is diverted.The function of assisting administration is expanded and the function of self_governing is ignored,the result of which is that the self_government becomes a mere skeleton.The core of the issue is that the relation between the villager committee and basic_level government is not adjusted well.Breaking the influence of the traditional role and reforming the present system are the necessary ways to make the villager committee the real orgnization of self_government.
