摘　　要：政务公开是保证公民权利、促进民主政治发展的活动过程 ,是民主政治的一种体现 ,政务公开性就是民主性。就民主的内容而言 ,公民权是民主政治运行的核心 ,政务公开主要针对公民权的完善和发展。政务公开依赖于国家政治统治过程中国家权力与公民权利二者的结合程度。我国的政务公开把社会主义民主原则转变成了可操作的程序和规则 ,推动了我国社会主义民主的发展进程。政务公开促进了行政管理现代化 ,提高了公共权力运作的透明度 ,有效地抑制了腐败现象 。Publicity of Governmental Affairs is a embodiment of democratic politics, as it guaranteeing citizens' rights, promoting the acting process of democratic politics. The publicity of governmental affairs in the basis is democracy. In terms of the contents of democracy, citizens' right is the key aspect in the function of democratic politics, and publicity of governmental affairs is pursuing the development and the perfection of human rights. Publicity of governmental affairs relies on the combination level of the state power and citizens' rights in the state ruling process. Publicity of governmental affairs has promoted the development of China's socialist democratic politics as well as promoted the modernization of administrative management, therefore it is a key measure in the building of China's socialist democratic politics.
