实施大西线调水解决有关国际问题的思考

摘　　要：为了解决大西线南水北调有关国际问题 ,查阅了有关法规和文献 ,介绍了雅鲁藏布江、怒江和澜沧江下游流经的国家 ,国际河流水资源分配的基本方法与模式。认为实施大西线南水北调不存在国际惯例的障碍 。In order to settle the international disputes in water channling from southern China to northern China by the Grand West Line project,regulations and other documents are consuled.The nations along the lower reaches of Yuanjiang,Nujing and Lancangjing rivers ane listed,and the alloting methods and models for international river water recources are also introduced in this paper.It is concluded that chanelling water from southern China to northern China by the Grand West Line project could not result in international disputes.Meanwhile,the paper suggestes that Chinese goverment should carry out preperations and studies for international water alloting of these rivers before starting the water project.
