摘　　要：西部开发的关键是引进适量的资金。西部自身积累不足 ,资金缺口很大。若沿用东部经济发展的思路 ,即利用外资 ,在目前的投资环境下 ,障碍颇多。西部应有计划、有步骤地利用政府投资和世行贷款等 ,改善投资环境 ;通过东西部合作 ,积极利用民间投资 ,部分完成资本的原始积累 ;争取上市公司大规模投资 ,运用资本市场 ,增加直接融资比重 ,为西部开发获取适量、稳定、持续的建设资金。Capital is needed in the course of Western development unlike East China,different measures should be taken.Therefore,West China should optimize its investment environment though planned government investment and the World Bank loan,accomplish partially primitive accumulation by utilizing folk capital actively through cooperation between East China and West China and make best use of the capital market to gain the fund appropriately,steadily and continuously.
