摘　　要：文章从对人类文化的理解出发 ,阐述了水资源在大西北开发中的意义 ,提出了对南水北调西线方案的建议及合理用水的若干措施。Starting from comprehending the human culture, the paper discusses the meaning on the water resource in the process of developing the vast west-north of China, and then puts forward the purpose on the west line scheme of transferring water resource from the south to the north and how many measures on using the water rationally.
