摘 要:20世纪末开始的英国公民教育国家行动"积极公民养成计划",标志着英国公民价值观教育由注重内在品德和政治常识学习,向倡导主动参与公共生活、发展政治理解和政治判断的重要转折。经过近20年的发展,当代英国公民教育在理论和实践层面的建树都相当可观。与此形成明显反差的是,英国公民教育应对现实政治认同危机、塑造国家认同的努力却一直力不从心。这在一定程度上表明,西方文明所孕育的现代主义主体逻辑具有自身无法克服的局限,当代中国亟需立足时代现实,克服传统弊端和现代性后果,汲取传统智慧和现代性成就,积极寻求彰显中国智慧的思想政治教育主流结构范式变革。The Nationalactions of citizenship scheme of'Active Citizen'in the UK from 1990 s marks an important turning point which means citizenship education in the UK from focusing on the study of moral and political awareness to advocating active participation in public life and developing political capability and judgment.After 20 years,the achievements of citizenship education in the UK are substantial on theory and practice.In contrast,citizenship education in the UK still exists a crisis on the formation of political and national identity.To some extent,the crisis shows Modernism bred in the western civilization has its own insurmountable limitations.China particularly should base upon reality,overcome traditional abuses and the consequences of modernity,and absorb the achievements of conventional wisdom and modernity in order to illustrate a mainstream paradigm transformation of ideological and political education with Chinese wisdom.
