摘　　要：资源分配是科研项目计划和管理过程中始终要面对的问题。本文首先介绍了科研项目计划中确定关键技术领域及资源分配的方法 ,然后又分析了科研项目之间的相互作用对资源分配的影响 ,在此基础上本文提出了一种动态管理科研项目的观点 ,进而提出了从市场、技术、环境和组织 4方面实现资源优化的科研项目动态管理的一整套方法。Resource allocation is a durative problem in R&D project planning and management. We first introduced the method of identifying critical technology field and allocating resource. Then, we analyzed the effects of interactions among R&D projects to resource allocation. Finally, we explained how to manage R&D projects in a dynamic manner and give a reasonable resource allocation to market, technology, environment and organization in terms of the different projects.
