摘　　要：通过对黄河水量调度的现状、存在的问题和面临的形势进行分析,提出了加强黄河水量统一调度的工作思路和强化行政管理,发挥经济杠杆对黄河水资源的调控作用,充分利用工程手段调节黄河河川径流,提高黄河水量调度的科技含量和决策水平,建立健全黄河水量调度的法制建设,依法调度黄河水资源等具体对策措施。By analyzing the current condition, existing issues and long-term situation, the paper proposes the approach of strengthening overall regulation of the Yellow River water as well as the concrete counter measures of consolidating administration, adjusting water resources with economic leverage, regulating runoff in the Basin with structures, enhancing technology content and decision -making in water regulation, establishing and improving legislation of water regulation, distributing water resources in accordance with legation in the Yellow River Basin, etc.
