摘　　要：水资源是国家所有资源资产,在现代水利和经济社会发展中发挥着不可忽视的作用。但是,其作为资源资产的属性目前尚未被人们所认识,也还有许多需要研究解决的问题。本文就水资源资产的属性、特点,以及在现代水利中的作用与地位提出了初步观点和相应的建议,以期在水利现代化发展中引起对水资源资产的重视。Water resources is a kind of capital resources belonging to the nation and it plays an important role in modern water management and eco-social development. The capital attribute of water resources, however, is not yet identified and many concepts of it is still unclear. This paper introduces some concepts of it and describes the capital attribute and characters of water resources. Some preliminary points of view on it and some suggestions in carrying water management are proposed. It is also hoped in this paper that the concept of capital resources of water and its relevant study can be recognized for water resources development.
