基层民主视角下的农民政治参与——基于湖北省村务公开和民主管理实践的观察和思考  

Political Participation of Farmers under the Perspective of Grass-roots Democracy——Based on the Observation and Thought about the Practice of Hubei Province's Village Affairs' Publicity and Democratic Management

摘　　要：规范村务公开和完善民主管理是促进基层民主政治建设的重要途径。在对村务公开和民主管理进行实证调查的基础上,本文以基层民主为理论视角,描述了农民在村务公开、民主决策、民主管理和民主监督方面政治参与的成效;分析了农民政治参与方面依然存在的不足及其影响;最后提出有序扩大农民政治参与和提高农民政治参与质量的应对之策。The standardization of village affairs' publicity and the improvement of democratic management are the important ways to promote grass-roots democracy. On the basis of the investigation about the village affairs' publicity and the democratic management,this paper, from the theoretical perspective of grass-roots democracy,describes the effectiveness of the political participation of farmers in village affairs' publicity,democratic decision -making, democratic management and democratic supervision; as well as analyzes problems and impact of political participation of farmers; and finally,makes recommendations about expanding political participation of farmers and enhancing the quality of farmers' political participation.
