摘　　要：土地使用权转移是社会主义市场经济发展的必然要求 ,实施土地使用权战略是优化资源配置 ,实现经济可持续发展的必要前提。本文就土地使用权战略实施的必要性、影响因素及其主要内容进行了探讨。Land use transfer is the necessary requirement for the development of the socialist market economy. Carrying out the land use strategy is the necessary premise in optimizing resource distribution and realizing sustainable development. This article discusses the necessity, the influencing factor and the main contents in exercising the land use strategy.
