摘　　要：近期全球电信行业的发展可以说进入了整个发展过程中的最低谷,一家接一家的电信公司股票大幅贬值,一家接一家的公司相继在内部出现财务问题,而且账目问题的数额也越来越大。时至今日,我们应该痛定思痛,努力反思一下这一系列事件的整个过程;我们应该从中得到一些启示,从而对我国电信业未来的发展方向和策略作出正确的指引和相应的调整。为此,本刊记者采访了北京邮电大学曾剑秋、电信研究院周光斌和何霞等三位电信业界的专家,就这方面的问题进行了探讨。In recent days the development of global telecom industry has slid down to an unprecedented bottom: the stocks of telecom companies suffered substantial devaluation one after another and internal difficulties of those companies emerged consecutively with the amount of cooked accounts getting larger and larger. In hindsight, we could draw some information from those incidents if we review the whole story and point out a correct direction and make related adjustments for the future path and policies of our telecom industry. For that purpose we interviewed three experts in the telecom field who are respectively Zeng Jianqiu of Beijing University of Posts and Telecommunications, Zhou Guangbin and He xia of Telecommunications Research Institute to stress these problems. They hold that either among domestic telecom companies or between domestic and foreign carriers what we prefer is the balance of competition and cooperation or rather an efficient competition, which could play a positive role in promoting the telecom industry and avoiding the problems like financial fraudulence.
