城市公用事业价格改革的思路研究——以南京市供水行业为例

摘　　要：文章在分析南京市城市生活用水价格的变化及其构成演变的基础上 ,分析了南京市水价格运行中存在的结构性失衡、差价体系尚未形成、价格上涨过快以及价格管制制度尚欠完善等方面问题 ,并据此从四个方面提出了推进南京市城市公用事业价格改革的政策建议 ,具体是 :一是完善城市公用事业价格制定方式 ;二是推进公用事业企业制度改革 ;三是科学评价公用事业价格改革的社会承受力 ,并进一步提高公用事业价格改革的社会参与度 ;Based on the analysis of change and compon ents on water price in Nanji ng City, the authors analyzed the problems of operational mechanisms on water pr ice, which lied in price components, price difference system for usage quantity, fast-increasing price and price controlling institution. Given that, some sugge stions on prices of municipal public utilities were advanced, including consumma ting formulating system, reforming enterprise institution, strengthening partaki ng of residents and consummating price components.
