摘　　要：中国加入WTO后 ,国际国内竞争日益激烈。山西必须面对挑战 ,加大“科教兴晋”战略实施的力度 ,努力提高全民的整体素质 ,进一步深化体制改革 ,建立有利于人才成长的社会环境 ,并建构有利于优秀人才脱颖而出的机制。只有这样 ,才能真正实现兴晋富民的宏伟目标。Both international and domestic competition has hecome more fierce since China entered into the WTO. Shanxi must meet the challenges by making great efforts to put'the strategy of invigorating Shanxi through science and education'into practice, raise the whole quality of the people, further deepen system reform, create the social environment which conduces to the growth of talented people and set up the mechanism under which outstanding people can easihy come to the force.Only by doing this,can the ambitious goal of making Shanxi prosperous and its people well-off be achieved .
