摘　　要：目前造成我国城乡建设管理一定程度失控的主要原因是缺乏城市土地和空间管理的有效方法,随着中国加入WTO之后市场经济体制的不断引入,原有的规划体制正显得越来越不适应。作者通过对区划法规从历史层面、内容层面、控制层面和制度层面进行较为系统全面的分析介绍,指出了完善我国城市土地和空间微观管理制度的迫切性。The main reason why urban-rural construction management losescontrol is the lack of effective way to man-age and control urban land and space.The paper analyzes the zoning ordi-nance from the angle history,content,control and system, and points out theurgency of improving the system of ur-ban land and space management onmicro-space.
