摘　　要：近几年来 ,我国船员队伍越来越受到国外船东的关注 ,船员劳务输出数量逐渐增加。为了适应国际航运业发展的需要 ,培养更多具有国际竞争能力的航运人才 。In the recent years, China's seafarers manpower sources have been concerned by many foreign shipowners. The number of Chinese seafarers employed on the ships flying foreign flags is increasing gradually. In order to cultivate more competitive seafarers for national and international shipping industry, several macro measures and practices are to be taken in China's MET.
