摘 要:始于上世纪六十年代的环境话语理论取得了丰富的研究成果,呈现出了生存主义、生态行政理性主义、可持续发展和激进主义四大类型,提供了一种分析环境事件的方法。从环境话语内容判断,国家将生态文明作为中国特色社会主义建设五位一体布局中的重要部分,强调经济、社会与环境的和谐发展,而常州地方政府的环境话语则揭示了其工业主义的价值取向和思维方式。国家环境话语展现的是对国家整体利益的追求,而常州地方政府的环境话语表现出对国家环境话语的表面顺从,但缺乏实际落实的真实动力和意愿。但是从各级政府公开宣传的环境话语内容来判断,它们都属于德赖泽克的环境话语理论中描述的以生态行政理性主义主导的、可持续发展和生态现代化等环境话语相互交织渗透的话语。国家环境话语与地方政府环境话语的不一致既是社会转型过程中的结果,也是生态行政理性主义的必然后果。民主实用主义为克服这种不一致提供了路径。未来中国政府的环境话语建设应在辨析西方各类环境话语的优点与局限的基础上,汲取中国传统文化的精髓,尊重民间智慧,兼顾地方差异性和生态文明建设的普遍目标,通过丰富政府环境话语的内涵与特色,推动环境抗争的有效化解和生态文明建设的实质进展。Since 1960s, the study of environmental discourse theory has obtained fruitful achievement withdiscourses of survivalism, ecological administrative rationalism, sustainable development and radicalism, providingan analytic approach to environmental events. Judging from the content of environmental discourses, the centralgovernment of China takes ecological civilization progress as a significant part of socialism construction with Chinesecharacteristics, emphasizing the harmonious development of economy, society and environment, while theenvironmental discourses of the local government of Changzhou displays the values and mentality of industrialism.The former aims at the pursuit of the country's interests as a whole. The latter seemly complies with the former, butlacks motivation and willingness to do so. Seen from the content, according to Dryzek's theory, the environmentaldiscourses of Chinese governments of all levels can be classified as one of ecological administrative rationalismoriented, interwoven with environment discourses of sustainable development and ecological modernization. Thedisagreement between the central and local governments in environmental discourses is the result of socialtransformation and of ecological administrative rationalism. To solve the disagreement, democratic pragmatism provides an approach. Based on the analysis of the advantages and limitations of Western environmental discourses,the environmental discourse construction should take into account the regional differences and the general targets ofecological civilization progress by drawing on the references of traditional culture and folk wisdom. Throughenriching the connotation and characteristics of government's environmental discourses, the environmental problemresolution and ecological civilization progress are expected to be promoted.
