摘 要:本文应用DEA-Tobit两步法对京津冀城市建设用地效率进行了实证研究,首先运用DEA方法,选择固定资产投资额、城市建设用地面积作为投入项,选择城市年末就业总人数、城市国内生产总值作为产出项,对2005-2013年京津冀13个城市的建设用地效率进行了测算,然后用Malmquist指数对9年间的城市建设用地效率进行了动态分析,最后用Tobit模型对建设用地效率的影响因素进行了回归分析。结果表明,京津冀城市建设用地效率差异显著,其中北京表现最优,河北其次,天津表现较差;从动态分析结果看,"技术创新效应"大于"赶超效应"。在影响因素方面,建设用地开发利用率对建设用地效率呈显著正相关,吸收就业程度、工业化水平和土地需求者参与程度对建设用地效率呈显著负相关。基于以上实证分析,本文提出了提高建设用地利用效率、大力发展土地节约集约型产业、适当引导减退建设用地投资特别是房地产投资热情、进一步强化技术创新、加快推进京津冀一体化进程等建议。This article applies DEA-Tobit method to measure urban construction land efficiency ofBeijing, Tianjin and Hebei province. Firstly, it chooses fixed assets investment volume, urban landconstruction area as inputs, and total employment of the year end, urban GDP as outputs to measure urbanconstruction land efficiency of 13 cities of Jingjinji from year 2005 to 2013 via DEA method. Secondly,it takes dynamic analysis on urban construction land efficiency via Malmquist Index. Lastly, it carries outregression analysis through Tobit Model. The results show that urban construction land efficiency variesbetween cities of Beijing, Tianjin and Hebei, of which Beijing ranks first, Hebei follows, and Tianjinperformances poor, frontier-shift effect exceeds catching-up effect from dynamic analysis results. Of theseinfluence factors, construction land exploitation and utilization ratio poses significant positive correlationto urban construction land efficiency, while employment absorption level, industrialization level and landdemanders investment degree pose significant negative correlation to urban construction land efficiency.Finally, this article put forward some suggestions such as increasing construction land exploitation andutilization ratio, developing land-saving industries, letting down urban construction land investmentwillingness, enhancing technology innovations and speeding up the integration of the Beijing-Tianjin-Hebei region.
