开发边疆民族地区矿产资源问题探究

摘　　要：边疆民族地区在矿产资源开发利用方面具有共同点:1成矿条件有利,矿产资源丰富;2经济社会发展水平较低,迫切需要形成支柱产业;3生态环境脆弱;4处于边境地区,面临的外部环境较为复杂。其特殊性表现在:1对于矿产资源开发享有自治权和收益优先权;2易因生态环境问题引发民族问题。推动边疆民族地区矿产资源开发工作的着力点及措施:严守生态保护红线,坚持采取比较内地更为严格的生态保护政策,推动实施矿产地储备;矿业产业坚持精品化路线,提高矿产资源单位开发经济效益;建立更加完善的矿产资源有偿使用制度,实施特殊的资源开发利益分配机制;推动"和谐矿区"建设,通过矿产资源开发直接带动民生改善。In the frontier minority area, there is something in common in the development and utilization of mineral resources. That is, there isfavorable mineralizing condition and rich mineral resource in this area, but, at the same time, some problems, such as low economic and socialdevelopment level, lack of pillar industry, fragile ecological environment, and comparatively complicated external environment conditionthat mining enterprises have to be faced with. On the other side, there is the specificity in this area, it presents that the enterprise can enjoythe right of self-government and income priority with the development of mineral resources. In addition, the ethnic minority issue is likelyto occur because of ecological environmental influences caused by mineral resource exploitation. On account of this, this paper introducessome measures for improving mineral development in the frontier minority areas. These include: holding firmly to the red line of ecologicalprotection, adopting more rigorous policy of ecological protection, encouraging mineral lands reserve, making mining product best quality,raising the capacity of the enterprises to obtain more economic benefit, establishing a complete system to underpin mineral resources paid use,implementing the special distribution mechanism of interests in resource development, promoting the construction of harmonious mining areaso as to directly drive the improvement of people's livelihoods.
