摘　　要：英国政府为了解决股权融资的缺口,解决市场化投资行为很难满足企业特别是早期中小企业融资需求的问题,政府从中进行引导和鼓励,提出了一系列引导和促进中小企业融资的计划,通过直接或者间接的方式,引导和规范资本市场的投资行为,包括税收减免和共同投资两大类。本文将对这些计划和基金进行介绍,包括其出台背景和目的、主要措施和条件等,并分析这些计划的特点,以及给我们带来的启示。To fill the gap of equity financing, and solve the problem that market investment behavior is difficult to meet the financing needs of enterprise especially early-stage t SMEs, British government made guidance and encouragement, and proposed a series of programs to guide and improve the financing of SMEs.Through direct or indirect ways, the government guided and regulated the investment behavior of the market, includingtwo categories of tax breaks and joint investment. This paper focused on introducing those programs and funds, includingtheir proposing background, objectives, main meausres and conditions and so on,and analyzed the characteristics of these programs, as well as the enlightenment for us.
