美国利用公开情报的新进展及我国的对策

摘　　要：[目的/意义]为推动中国特色新型智库建设,增强我国利用公开情报的效率,提高国家高端智库的战略分析水平,完善我国的公开情报研究工作,有必要借鉴国外特别是美国的公开情报研究体制与工作机制。[方法/过程]本文通过回顾与分析美国公开情报研究工作的历史演进,强调了公开情报的重要地位,同时指出了其优劣短长。[结果/结论 ]在比较分析的基础上,对我国的公开情报工作研究与应用提出了相应的建议,即建立"国家竞争情报体系"。[Purpose/significance] It is necessary to learn from foreign open source intelligence researchsystems and working mechanisms, especially those of America, in order to promote the construction of new typesof think tanks with Chinese characteristics, enhance the efficiency of using open source intelligence, improvethe strategic analysis level of national high-level think tanks and perfect the open source intelligence researchin China. [Method/process] In this paper, we summarized and analyzed the historical development of the opensource intelligence research in America to highlight the important position of the open source intelligence.Besides, we figured out the advantages and disadvantages of the open source intelligence research in America.[Result/conclusion] Based on the comparative analysis, a suggestion is given to the open source intelligenceresearch and work in China, that is, constructing the “national competitive intelligence system”.
