摘　　要：国家和省级立法机构制定的园林绿化法规不够系统化,亟待完善通过对中国相关法规和规范性文件行政许可及处罚设定要求的研究,提出了一个国家层面的园林绿化法规体系方案。该方案建议,园林绿化行业指导领域应从"城市"拓展至"城乡",《中华人民共和国园林绿化法》应该尽量涵盖该法规体系所涉及的内容。At present, Chinese landscaping and gardening laws and regulations established by the central government and provinciallegislatures are not sufficiently systematic and need to be improved. This article researches the administrative licensing and penaltiessetting requirements of relevant laws and regulations and normative documents. The article then proposes a scheme of a landscapingand gardening laws and regulations system at the central government level. The scheme suggests that the guiding scope of landscapingand gardening industry should be expanded from "urban areas" to "urban and rural areas". In addition, "Landscaping and GreeningLaw of the People's Republic of China " should cover the whole contents of the landscaping and greening laws and regulations systeminvolved.
