摘　　要：沿海港口城市在地理上具有优势,其开行和发展中欧班列对于打造海陆联运枢纽、践行国家"一带一路"战略具有非常重要的意义。"甬新欧"班列作为宁波连接21世纪海上丝绸之路与丝绸之路经济带的重要桥梁,是宁波融入"一带一路"国家战略的重要举措。"甬新欧"班列自开通运行以来,已经由初始的零星运行班列逐步实现了常态化运营,但在运行成本、货源控制、运营管理、区域竞争等方面仍然存在一定的问题。为从根本上解决班列运行中存在的内部瓶颈和外部障碍问题,最终实现班列的可持续运营,须从内外部两方面入手提升"以需求开发求生存、以成本优化增效益、以管理创新促发展"的内部发展机制,协调"跨领域多方合作与同行业有序竞合"的外部发展机制。具体来讲,就是要在充分明确中欧班列开行和发展主要目的和意义基础上,有效发挥区位与物流优势,合理选择差异化班列发展机制和路径,只有如此才能推动港口城市中欧班列高效健康持续发展。Port cities have natural advantages to develop ocean- rail transportation and execute One Belt and One Road Initiative.“Yong Xin Ou”railway express driven by Ningbo city is an important bridge to connect Silk Road economic belt and 21st century maritime Silk Road,the sustainable development of“Yong Xin Ou”railway express have strategic importance for Ningbo in building ocean- rail transportation link and port economic circle. Since the launch of this railway express,we have made great achievements,but there are still some problems with that in terms of operational cost and management,and regional management. To fundamentally solve theses problems and realize the sustainable development of that,we should improve the internal development mechanism and coordinate the external development mechanism. Specially speaking,we should effectively give full play to the role of regional and logistic advantages,rationally choose the differentiated development mechanism and path based on the understanding of the development purposes and significance. Only with the help of that,will we make more achievements in the efficient,healthy and sustainable development of China railway express.
