摘　　要：近年来社会矛盾日益复杂,呈现多样化的发展趋势。传统的社会管理方式已经难以化解当前社会发展过程中所面临的问题,创新的社会管理实践成效不高。社会治理是建立在对社会管理的反思与超越的基础之上的一种多元主体共治的多元化、法治化、互动性及全局性的治理模式。其中"以人为本"是社会治理的主要价值取向;公平正义、公共利益最大化、稳定的社会秩序都是社会治理的重要价值追求。实现社会治理的价值追求需要发挥社会主义核心价值观的价值支撑作用,提升社会主体的意识和能力以及健全社会治理机制。in recent years,the social contradictions are increasingly complicated and showing a diversified development trend. Traditional way of social management has been difficult to resolve the problems facing in the current social development process, the innovation of social management practice effect is not en. Social governance is based on the basis of reflection and beyond on the social management. 'People-oriented'is the main value orientation of social governance; Fairness and justice, public interest maximization, stable social order is an important value pursuit of social governance.To realize the value pursuit of social governance need to play a role of socialist core values of the value of support;A and cultivate people's consciousness and ability,and set up the social mechanism.
