分片发展方式下正定子片区城镇体系建设构想——基于京津冀协同发展视角的分析

摘　　要：行政区划变化后的石家庄,需要分别以栾城、藁城、鹿泉和正定为子中心,通过整合子片区内的县级行政单元提升城镇化水平.正定子片区以正定为中心,通过整合灵寿、行唐、新乐等形成.正定在构建城镇体系过程中,"正定镇+新安镇"形成的复合子中心要发展子中心作用,并逐渐形成石家庄副中心,在"保定—石家庄"双中心城市团中扮演重要角色.新乐市要以"马头铺镇+长寿街道+彭家庄乡+承安镇"沿主干交通线构建子中心,形成"ε+蘅"形城镇体系.行唐县要通过构建"龙州镇+上方乡+九口子乡"形成城镇体系发展的主链,同时要在东西两侧形成辅链.灵寿县除了要发挥灵寿镇的龙头作用外,还要将慈峪镇和陈庄镇打造成为节点镇,通过与岔头镇整合,强化向北的发展实力.正定子片区建设城镇体系要突破行政区划束缚,构建跨行政区划的城镇体系,这样才能够提升城镇化的质量和速度.After its administration division changes, Shijiazhuang needs to elevate its urbanization stan原dard, by taking Luancheng, Gaocheng, Luquan, and Zhengding as the sub-center. Zhengdingsub-districttakes Zhengding as the centerthrough the integration ofLingshou, Xingtang and Xinle counties. In the pro原cess of Zhengding urbanization system, the sub-center shaped by "Zhengding Town+Ainan Town" will playthe role of sub-center, gradually developing into the sub-center of Shijiazhuang urban group, playing animportant role in the double urban group of "Baoding-Shijiazhuang". In Xingtang County, "Longzhou Town+Shangfang Town+Jiukouzi Town" will be the main urban chain, and two auxiliary chains must be shaped atthe same time. In Lingshou County, Lingshou Town plays a key role, simultaneously making "Ciyu Town+Chenzhuang Town" as joint town, integrated with Chatou Town, strengthening the developing power to thenorthern direction. During the whole process of Zhengding sub-district system construction, administrativelimit must be broken so as to construct the town system of cross-administration division.
